Welcome to the NSCD Operator resource website
Produced by Leeps Consulting for Network Rail
This site contains resources relating to the operation of Negative Short Circuiting Devices (NSCD). It is designed to be a one-stop shop for those wishing to gain the competence of NSCD Operator. It is also available to those who already hold the competence and wish to refresh their competence as well as anyone else involved in the management of dc isolations. For NSCD Operators it is also home to the key location information for all equipment and local control panels. The operation of NSCD will progressively replace the need for the application of manual shorting straps to protect DC Isolations. As their use becomes more widespread it will reduce the risks associated with contact with electricity, driving and contact with trains. These are significant objectives when considering railway workforce safety.
This site and its content are designed to reduce the amount of face to face contact associated with the gaining of this competence. As it is a relatively new approach please take the time to fill out the survey form and support improving the site and the delivery of NSCD Operator training.

LOCAL CONTROL PANELS
Location resources
To support finding the Local Control Panels we have examples of various mapping and virtual tour options available, covering the Access Point and a site plan of the LCP within the sub-station surrounds.
Below are two examples of information resources for Petersfield and Liss Substations, a brief description is shown with links to the full information resource. This data and ‘how to use it’ is described within this location information video.
Example – Petersfield
A full information resource is available for Petersfield Substation, this includes access hazard data, location plans and a virtual tour which shows the operative the view of the location of access, inside views, surroundings and recommended route to the local control panel.
Example – Liss
Full information resource for Liss Substation, this includes access hazard data, location plans and a virtual tour which shows the operative the view of the location of access, inside views, surroundings and recommended route to the local control panel.
We have created location resources for 8 No. access points in the Wessex Region, follow the link to view the information.
